Abstract

The PUSPAGA (Family Learning Center) program is a family capacity building service to support child protection efforts through counseling/consultation services, outreach/home visits, and case referrals. This program is present as an intervention by the Makassar City government to reduce various children's problems through preventive efforts and a family-based approach. This study aims to analyze and describe the evaluation of the PUSPAGA program in child protection services through the CIPP model introduced by Daniel L. Stufflebeam (1965), namely Context Evaluation, Input Evaluation, Process Evaluation, and Product Evaluation. This study uses a descriptive qualitative method by collecting data through field observations, in-depth interviews, and document reviews. The results of the study indicate that overall the PUSPAGA program has been effective in providing child protection services in Makassar City, so that in the future this program needs to be continued by continuously striving for improvement. This study shows the focus of improvements that need to be made primarily on the aspect of the availability of adequate quantities of professional human resources and support for more comfortable and appropriate service infrastructure. In addition, there is a need to improve the quality and frequency of educational services and outreach to the community so that the benefits and impacts of PUSPAGA's presence can be felt by the wider community of Makassar City.
